Smoking tobacco is terrible. But what is the rationale for banning a flavored tobacco and not all tobacco?

Blacks are the primary consumers of menthol cigarettes. They shoujld have voted for Trump. As it is, they will get bootlegs or switch over to regular cigarettes. Doubt it will cause even 100 people to give up smoking. That million people giving up smoking is utter BS.
