There was a lawsuit filed against Frontier last summer over various stuff but primarily related to excess fees. One article

In particular, there was one airport where the "size box" you're supposed to squeeze your bag into to prove it's legal size for carry-on or personal item or whatever category... the box was smaller than the size they said it was (in inches) for no extra fee. Perfectly legal bags (according to their own website) were being declared oversize.
In other cases, passengers have been charged extra despite their bag fitting, when the agent was clearly viewing it from some cockeyed angle that distorted it, or charged because the strap hung over, or charged because they had to squeeze to hard to fit the bag into the test box...
In one case, a woman had too much stuff in her bag, so another woman volunteered to put some of the excess in her own bag just for the trip. NOPE!! That shit don't fly on Frontier. Similar story when someone took a jacket and some clothes out of a bag to make it smaller, and just wear the clothes instead. DENIED!!!
Bottom line is that Frontier gate agents get commissions when they force an upsell like this, and it's always a desperate, last-minute "under duress of losing your flight" kind of scenario.
I had my last flight on Frontier delayed 5 times before we started to board, and when we did, the flight was late because the gate agents spent so much time trying to see if every purse and backpack was over the limit.
I haven't heard how the suit played out, but despite them being the cheapest alternative on a route I fly often... EFF them. No effing way!
