Civil society disintegrates in the late stages of capitalism. The crime is just evidence of that process, and neither well intentioned neo-liberal policies nor state violence and brutality are going to change that.
Crime is caused by severe economic inequality, which leads to mental breakdowns from being housing and food insecure in the midst of abundance.

Soon enough the wealthy will live in walled enclaves with their own soldiers to keep the poors at bay.

Already are in prog-run cities. Funny how that is not a thing in the pro-capitalist areas of the country. Of course, that could be related to the fact that we have guns in lieu of walls, which serves as a prog deterrent too.
