This is not a case where he is exceeding his authority. He has asked the simple question of whether the inventory of seized items is accurate. Trump's B team used the motion for the special master to stall with no plan once he was appointed. He was supposed to review the entire set of documents, inventory, catalog and determine which of these documents could be privileged because they were communicated by Trump to his attorneys for the purpose of representing him on any present or past legal matter.
This would eventually divide trump from his lawyers no matter what the special master finds, it was always going to split trump's lawyers from him. He had top secret documents. He and the lawyers refused to catalog them and return them are all implicated in the crime and once these items are fully understood and identified, the special master has an obligation to make sure all parties that the evidence is what it purports to be so that any pretrial motions can be made in a timely fashion.
It's a preliminary matter in most cases because the evidence is always turned over immediately but because they gave trump so many chances and a subpoena before the raid, trump and his lawyers created their crime by refusing to give back all of the evidence and even lying about it. This inventory agreement is a standard prerequisite in all cases.
