I'm not seeing what you are referencing in "clip 1". I'm only getting a cryptic tweet that has no content.
With reference to "clip 2", he makes no confusing statement whatsoever. He specifies Libya and then refers to Syria and then circles back to Libya as a 2nd reference.
Libya is in shambles, after Bengazi (remember that?) Russia bullied its way in the same way in Syria and both places are fucked. He - not wanting to telegraph his game plan - simply made the observation that Russia has bitten off more than they can chew.
If anything, Biden was being guarded with his words, which is a welcome relief to the previous occupant of the White House who had nothing but diarrhea of the mouth.
Russia is in Syria, not Libya. The guy cannot get them straight. I could have gotten them straight and I am but a simple farmer in Mims. I would expect a president would also get that right.
