Portland radical vandals are an old problem there. Perps get prosecuted when caught. It's gotten a lot worse lately. The city has invested in turning the Pearl District from an obsolete warehouse area to mostly condos and retail/restaurants for thirty years, including a streetcar line to ensure it's accessible. It became a model of urban revival. Do you think residents and the city government like seeing their city trashed? As cities go, Portland has strong social networks. It's the sort of place where, if you actually want to get something done, or get attention, there's lots of ways to get engaged. Smashing windows isn't one of them.
