This isn't Tee-ball.
If the first guy isn't getting into the waves and the second guy could after giving the first guy a few chances, I say go for it. The first guy should realize he is blowing waves for others and be understanding.

Having said that when surfing with friends usually sharing waves is fine, as is hassling each other for being corks or wave hogs.
