You need to pour at least the bottom block or two, and then add some rebar to reinforce vertically every so often. I built the crap out of my new wood fence, and it did fine during Irma. I used 10' 4x4 posts with 80 lbs of concrete in each, and they're spaced 5' apart instead of 8. 16' 2x4 stringers interleaved. 6x6 lumber for gate posts. Premium 3/4" pickets on both sides. Stainless steel hinges and hardware, 6 deck screws holding in every picket.
If a concrete wall isnt done right the it is pointless to waste money. I want someone to build a wall like all those I see along the beach that have lasted 50+ years through multiple hurricanes. Figure I have a good 30-40 years before I am dead or the ocean takes my house. That would be 3 wood fence replacements vs 1 properly done concrete.
