Just in from the cape Canaveral police dept. Apparently both are illegal so if you see a turtle that's wrapped up in the dunes and going to die leave it alone. If you can't find sand for your sandbags and want to take it from the beach don't do it because you'll get arrested. iI you ever need anything from them you Can count on them to not have it...
