Have you considered talking to your neighbor about it? It's frustrating to see folks overwatering but I wouldn't rat out a neighbor without talking with him first. |

I agree and should have suggested that, but, I would bet that somebody who is watering as his neighbor is is unlikely to be receptive. He/she has to know that he/she is not watering responsibly (let alone legally).
