To the start of time? Who possession of land are we attempting to justifying here? Columbus and the European nations occupying the 'new' world? The continued illegal Israel military and political occupation of the occupied territories? Israel is currently an apartheid state. Form some type of consensus as to the time frame and base the law on verification of the claim. Perhaps a tax break or freedom to exploit other rules like the "Seminoles" and casinos.
