Not making a decision is a declsion. A very political decision. Trump knows it will not end with the states for all the reasons you overlooked in the quote. Trump is trying to be coy about being the architect of the Supreme Court appointments that overturned Roe while being very well aware that abortion polls at 60 to 70 percent across all party lines. Republicans are dying on the abortion hill and so Trump has refused to make a stand.

Texas Democrat Jasmine Crockett posed a very serious question to the House oversight committee trying to ban the abortion pill:

Currently she's the one saying when republicans use the comstock act to ban the day after pill under the prohibition banning lewd and lascivious materials sent through the mail, all of the erectile dysfunction drugs would fall under the same prohibition. That is the idea. Let's discuss that idea. Then you can attack the messenger, but not first so you have to discuss the idea. You see what I did there?
