Obama did make some enroads with the Strait of Hormuz and that helped in the short term, where he falls flat is his economic policy which scares the hell out of american oil refineries and investors (who will take the brunt of his taxes) so prices will now soar like an eagle.

I made sure this came back to the top because the original poster felt it was Obummer who made the gas prices go down, if that's the case then he is the reason they are going back up. Credit, where credit is due!

No, the original poster didn't think it was Obama who made gas prices go down. I said "It seems to me that if there's any way for the oil/gas folks to control prices to favor their man (whichever one that is) in November, that they would do it". I don't know who the "oil/gas" folks favor...though my gut would be that it would be a Republican since they are typically seen as more favorable to big business in terms of deregulation and lower corporate taxation. I then provided two scenarios...one that would favor Obama (the oil/gas folks driving gas prices down and keeping them down), and one that would favor Romney (the oil/gas folks driving prices down then making them climb precipitously until November). My suspicion, and the reason I made the original post, was that scenario #2 (favoring Romney) might be more likely to happen.

But as I said, I'm no economics/politics major so I was asking for commentary to educate me.

Oil prices fluctuate.  Lots and lots of money has been invested in producing oil and gas over the past decade or so.  

It's not the sort of thing that politicians have ever had much success at manipulating.  Saudi Arabia has been a partial exception because of their huge reserves and low production cost.  Their boosting of production in the 1980s was probably as important as anything for bringing about the collapse of the Soviet Union, which depended on oil exports.  They might very well be playing the same game now.  Production is also rising in Iraq and Libya, despite turmoil.
