Since ATT service doesn't work in Costa we used the APP: "LINE: Free Calls & Messages" from LINE Corporation and available from Google Play. You need to have access to WiFi when using it and reception quality is related to the strength of the connection. We used it several times from Tamarindo to FL. It is rated as the #1 DL in 52 countries. It does not say that both phones need it.
