Trump has appointed a committee to figure out what an entirely new and different FEMA might do, presumably with no money to hand out. The head guy just resigned, so don't expect an effective FEMA this summer and fall.

With the amount of overhead, inefficiency, and incompetence pervading gov't programs you are already getting closer to nothing. Now you just don't have to pay for it (as much). If the US gov't was rated how charities are ($'s spent on the specific intent vs overhead/inefficiency) then specific programs like FEMA would be ranked dead last. That's bad.

Performance could be factored in lower on the list, in Lavingia's view" (notice he flat out says performance is no where near the top of the list when considering job status, typical gov't processes here aka not efficient) Is this really the example you want to use for an efficient gov't program?
