Look at this 158 Million building in a year, also who was the contractor (donor), maintenance contract and super, how did they get those contracts?

It will end up saving money in the long run. They care for their people and they do things smarter. Sure beats redneck Brevard and our potholes, mistimed traffic lights and crumbling infrastructure. Have you seen that the bridge over Sebastian Inlet is crumbling?
