He was referring to the same people, who were at that time known to be armed with multiple firearms, both long guns and short guns and a host of blunt and pointed weapons, and he wanted them let in to his speech where he said he was going to march down to the Capitol with them (and intended to do just that, to the extent that he grappled with a Secret Service officer for the wheel of the limo).

The take away is that he did NOT want them to be disarmed.

The president rides in the back seats of the limo. There is a partition between the president and the driver. These are long cars. So, Trump would have had to go 8 ft to reach the driver, go through a partition, go over driver's back to reach the wheel and risk having the car go out of control and plow into a crowd.
