The parents bought the kid the gun for a Christmas present, joked with him for getting caught searching up ammunition on his phone in class (his mother said "you just need to learn to not get caught"), didn't bother to check his backpack for the gun the day of the shooting when they were called into the school office to discuss disturbing gun violence pictures he was caught drawing in class that morning

I think I see the problem here. Turns out you are living in the only country in the world in which the people have a constitutional right to keep and bear arms. I, for one, think that is a good thing. IF you don't, you might consider moving. You are in the wrong country. There are plenty of places where you cannot legally own a gun. Short of moving, get the Constitution changed. Good luck with that.
