So all the protests are riots? No they aren't are they. Most of the protests are non-violent. Police aren't protecting the protestors which is why the protesters are protesting in the first place in these particular protests. The police are failing to provide equal protection under the law in a lot of places. There are racial and class based gradients in the application of 'justice'. Some PDs are doing better than others. Some PDs are still stuck in 1954.
