I haven't studied on it in depth, but it seems the idea is that a good bit of the damage done to the respiratory system with COVID is the result of inflammatory reaction of the victim's own immune system (which incidentally is why the Spanish flu killed so many young healthy people) and chloroquine/hydroxychloroquine seems to mediate some of that, if it doesn't kill you first. Not for self treatment, but there is therapeutic potential.

I think that is a big possibility. There is also some possibility that the immune mediating effects of hydroxychloroquine could have therapeutic benefit but I am not holding my breath based on the uncontrolled study from France that comes across like Granny Clampit's chicken soup guaranteed to cure a cold in 7 days.
