They are currently clearing space along the west bound lanes just past Clear Lake road and doing the same on the east bound side just west of the Saint John's.

Hmmmm, , , , the current, and somewhat limited, "info" only talks about, in so many words, "turning south in Cocoa", , , , , The west bound side work may be something other than the train's route. I searched for "route" maps and such without any luck.
