On the campaign trail, Donald Trump promised to eliminate ten regulations for every one passed. He didn't keep that promise.
He destroyed it.

The Trump Administration has eliminated 22 regulations for every new rule introduced, the President announced at a White House ceremony on Thursday.

In his first year, agencies and department issued 6 deregulatory actions and imposed only 3 new rules. That number blows away Trump's own goal - outlined in his executive order to cut two old rules for every new one proposed.

In making the announcement, Trump stood alongside a mountain of paperwork meant to represent the current Federal Register. A diagonal piece of red tape linked to a much smaller pie, representing the register in 1960.

"Within the first eleven months, we canceled or delayed over 1,500 planned regulatory actions, more than any previous president, by far," Trump said, according to the Washington Free Beacon. "And you see the results, when you look at the stock market, the results of companies, and when you see companies coming back into our country."

"Instead of eliminating two old regulations for every one new regulation, we have eliminated 22" he said. "Twenty-two. That's a big difference. We aimed for 2 for 1, and in 2017, we hit 22-1."
In lifetime costs, one senior administration officials said the deregulations were taken in "careful and mindful" ways and would save the taxpayer at least $8.1 billion.

Trump said regulations related to worker protections, clean air, and water would remain. The administration is targeting the "ever-growing maze of regulations, rules, restrictions" that have "cost our country trillions and trillions of dollars, millions of jobs, countless American factories, and devastated many industries," he said.
The roll back in regulations is a stunning contrast to the Obama administration, which imposed a record 600 major regulations, adding rules that cost the economy $100 million or more at a rate of every three days.

There are 1,579 planned regulatory actions that the Trump administration has either withdrawn or delayed. That includes 635 regulations that were withdrawn, 244 regulations that were made inactive, and 700 regulations that were delayed.

Next year, the administration said they plan to be more ambitious: cutting the register back to 1960 levels. That would meaning paring it back from more than 185,000 pages to less than 20,000.

In fiscal year 2018, agencies and departments have committed to cutting $9.8 billion in lifetime costs for regulations, saving $686.6 million per year.

"We're going to cut a ribbon because we're getting back below the 1960 level," Trump said, holding a pair of gold scissors. "And we'll be back there fairly quickly.
"
"We know that some of the rules contained in these pages have been beneficial to our nation, and we're going to keep them. We want to protect our workers, our safety, our health, and we want to protect our water, we want to protect our air, and our country's natural beauty," he said.

"But every unnecessary page in these stacks represents hidden tax and harmful burdens to American workers and to American businesses."

FishGobbler is confused about what makes a legacy.  Obama's on lock to be remembered for a long time.  It's not about bills it's about presence and accomplishment.  Twitler will be one and done like an NFL washout that played good in college but played like crap when he hit the bigs.  What's nice is his wretched supporters get to see his daily humiliation at the hands of the fake news.
