"For years now, Democrats have kicked around the idea of letting Americans buy into the Medicare program, which covers those older than 65.
Only more recently has the idea of allowing a similar buy-in to the Medicaid program gained traction. The Nevada legislature passed a bill this spring that would have allowed all state residents to enroll in the public program - the first such bill to move through a statehouse - but it was ultimately vetoed by Republican Gov. Brian Sandoval. Schatz's bill would give all states the option of opening up their Medicaid programs to uninsured Americans who wish to purchase coverage. It would be similar, functionally, to how states currently have the option under Obamacare to expand their program to all Americans making less than 133 percent of the federal poverty line (about $15,000 for an individual). It would preserve Medicaid as is for the low-income Americans who already are enrolled on the program. But it would let those who are currently too high-income to qualify pay a premium to join the program. Those who qualify for Affordable Care Act tax credits would be able to use the subsidies to buy into the Medicaid program, just as they do right now to buy private coverage on the marketplace. That would make Medicaid into the Affordable Care Act's public option, creating another insurance plan in markets with few or no private plans and putting private payers in competition with the much cheaper Medicaid system. It's possible that this could hurt the private insurance market, reducing enrollment as more choose Medicaid, an outcome that wouldn't upset Schatz. "I'm agnostic what that may do to the private insurance market," he says. "I don't have a strong ideological bent there. If the private insurance market can survive, in a context of a public option, good for them. But if they can't, then that will tell you something about the nature of the market." Sen. BTW, I am all for the states doing whatever their citizens will put up with. If Ca wants to go single payer, fine by me. If Nv wants to let anyone buy into Medicare, more power to them. I'd prefer a Darwinian system, survival of the fittest, which is what we had from 1776 to around WWII. Seemed to work well enough. I would think that you progs would want that too. Given that we white, straight Christian males who vote Republican are all old and fat, and given your unadulterated hatred for that sort, you would get rid of us quicker under a Darwinian system. ------------------------- I :heart; Q |

I'm not sure where pure socialism ever existed, was ever even tried.
The communists corrupted it with authoritarianism. Much of Europe has found that they key to sustainable socialism is maintaining the consent of the governed (Democracy) so that governments control over economic and social life can be limited to what works. What seems to work best is a healthy balance between free markets for most goods and services and socialist policies to provide the services for which the market system doesn't work as well. Police, war, , fire protection, public health and safety, roads, utilities, parks, ports.... Our culture has long accepted that government does these things (and more) better and more efficiently than a market can.
