Um, the San Francisco district court is within the 9th Circuit. His usage was correct and is how lawyers would refer to that type of situation.

Obama threatened states with reducing federal funding if they did not comply with federal law regarding transgender bathrooms and planned parenthood.

Jimmy Carter did the same with speed limits.

What are you guys going to say when a city or state decides they don't want to comply with the abortion laws or other federal laws that you care about?

This is simply a bump in the road and is a waste of time. Cities can't say that they refuse to enforce Federal law that has already been voted on by Congress and approved.

Sanctuary cities include: Houston, Dallas, and Miami Beach! Don't those states supposedly support the current administration? Things could get testy!
