http://www.washingtonpost.com/...lestation-allegations/

In the wake of a tabloid report alleging that he molested several underage girls while he was a teenager, reality-television star Josh Duggar said Thursday that he "acted inexcusably" and was "deeply sorry" for what he called "my wrongdoing."

The 27-year-old Duggar, a high-profile member of the evangelical Christian family that stars on TLC's "19 Kids and Counting," also resigned his post with the Family Research Council, a conservative lobbying organization.

Evidently, daddy covered this up until the statute of limitations had passed, so he escapes most legal prosecution. And they told an LEO friend who kept it under wraps. I think one of the girl victims was one of his younger sisters.

Hours before Duggar's statement, In Touch Weekly had published a partially redacted police report from the Springdale Police Department in Arkansas that, the tabloid said, contained details of the allegations against Duggar. The report redacted the name of the suspect and the alleged victims, all juveniles, but listed Jim Bob and Michelle Duggar as relatives. The incidents occurred in 2002 and 2003.

until the statute of limitations had passed

Is there really a statute of limitations on molesting or whatever the crime is called? That's effed up, is there a limitations on murder?

Not sure on murder, but here is a bit more information on the subject from Snopes:
http://now.snopes.com/2015/05/21/josh-duggar-scandal/

In Touch Weekly reported that an odd turn of events prevented the investigation from moving forward. According to the site, the trooper to whom the report was given did not investigate the allegations; subsequently (in a separate case) that officer was himself charged and convicted on counts related to child pornography. That circumstance resulted in a delay in the Duggar case, which in turn led to the statute of limitations' inhibiting further investigation:

When the state trooper ran into trouble, someone from the Arkansas State Police alerted the Child Abuse Hotline about the Duggar situation that had been sitting inactive. That's when the Crimes Against Children Division and Springdale Police Department got involved. By then the three-year statute of limitations had passed and it would not have been possible to pursue prosecution of Josh if the allegations warranted, so the investigation was discontinued.

Fellow gossip site TMZ built upon In Touch Weekly's article with additional details. Citing a police report, TMZ reported that Josh Duggar "fondled the genitals and breasts of [unspecified] girls, some of whom were sleeping." According to TMZ, Duggar was the "subject of a police investigation for allegedly sexually molesting 5 girls, some of whom are his sisters":

There was another reported incident 9 months later. According to the police report, the police were not immediately contacted. Instead, Jim Bob, the dad, met with church elders and agreed Josh should be put in a treatment program. The police report says Josh's mom, Michelle, said it wasn't really a treatment center ... they simply sent Josh to a guy who was remodeling a building to do manual labor.

That's a bizarre set of circumstances. I don't anyone's theory of rehabilitation for men who fondle children but in my opinion, there is little that can be done and of the little that can be done, it must start with the premise that anyone with children that are in proximity to him should be made aware of the dangers and he should have no unsupervised contact with any minors.
