I wonder if they are embelishing on this part, after all they're flowing water bodies. And monitoring doesn't actually do anything to improve the water quality.

The WMD monitors both the St. Lucie and Indian River monthly, unless that programs been cut and I doubt that, they're regulated. Plus they already have old school autosamplers at various locations along both rivers. Having said that, the more data collected the better. The hard part is doing something about it.

OK, I hate to put things environmental down, but
at this point is more monitoring really worth the $$?
Point source has been addressed. Non-point source,
as stormwater runoff, is partially addressed.
Time to go after other, non-runoff, non-point source
and actually enforce the current standards.
