You can also check Google Maps/traffic, which confirms that Wilmington is isolated, Fayetteville looks bad, but New Bern's main roads are open.
The Outer Banks from Buxton north will be open on Monday.

NY Times has an interactive rain map. The rainfall estimates in North Carolina go from 45 inches west of Wilmington to around 5-10 inches in the Appalachians. The overall amounts so far are wildly bad, though actual flooding is, so far, not as bad as it could be.
Lumberton, a poor town that flooded out in Matthew, is sunk again. I suppose there'll be some sort of effort to move the town, or move its residents to other towns.

Some of the actual NOAA rain gauges were reporting in excess of 40 inches by Saturday night. Oddly, they are offline and listed as 'malfunctioned' now. Judging by the radar estimates, they probably didn't actually malfunction.

Google Maps is reporting I-95 at Lumberton closed until October 10. It looks like Wilmington might be accessible via Jacksonville NC. I have a package coming today from Florence, NJ (a NYC 'burb) that was routed via Winchester Va., Kingsport, Tenn., and Valdosta, Ga.
