I suspect it's morning, photo looking ESE, perhaps taken from a plane at London City Airport, water would be King George V dock, blue building with white cylinders Tate & Lyle (as in Tate Gallery and I think syrup?).  Tall apartment building on the left might be Dunedin House.

That is 100% right !! I was trying to get Tate and Lyle in there -- it's owned by Floridians now . T&L is the oldest trademark/Corporation in England, something to that effect...

I'm surprised that I didn't make some whopping bad mistake.  Here's how it worked:

1.  I supposed it must be somewhere around the Thames.

2.  Looked sort of industrial, so I looked around the Thames Barrier--nothing upstream looked promising.

3.  The Tate & Lyle building was distinctive enough to be findable.  

4.  Decided the photo was looking at Tate & Lyle from the east, then the apartment building provided more info on the direction from which the photo had been taken.  Wikimapia helped with identifications.

Actually, it was a bit more random than that, but the clincher was that metal building on the extreme right.  Not that I can figure out what it's for.  

It's a really nice photo.  Tate & Lyle looks like it split recently into two companies.
