Clicked on a few YouTube videos that had the former Canadian Defense Minister in them. He's pretty point-blank about it; every country seems to have their own agenda/goals, and that the different aliens seem to too.
Whatever, but one interesting take of one of the speakers had a pretty straight forward take on why there has been no official "disclosure": let's say that the President spills all the beans. OK, there you are, its all true. But, the human and alien ships are being powered by something far more powerful that "oil". Boom, the world is instantly in a "post petroleum" state. How many tens of trillion dollars of oil infrastructure rapidly becomes worthless. NO! We just can't have that! Oh, and, yes, I'm on the side of the "yes there is" argument.
